Organizational setting and Reporting:

The Individual Contractor will be working in the Human Resources Section of the International Residual Mechanism for Criminal Tribunals (IRMCT), Arusha Branch. The incumbent will work under the general supervision of Officer in Charge, Human Resources Section.

Only candidates under consideration will be contacted for an interview. The selected candidate will be offered a contract as an Individual Contractor.

Terms of Reference for Consultant:

The IRMCT is seeking to appoint a Human Resources Individual Contractor to assist the Human Resources Section in establishing systems to further enhance and improve the separation processes in light of the completion of its mandate.  This improvement will ensure that all staff members holding temporary and fixed-term appointments are fully informed of the specific requirements and actions to ensure prompt payment of their final benefits.

The HR Individual Contractor will be expected to have excellent inter-personal skills allowing them to work effectively with varying groups and sections of staff located in the different duty stations of the IRMCT.

The functions will primarily include:

  • Establishing a detailed power point presentation outlining the varying entitlements for separating staff members which will be used by the Human Resources Section in subsequent workshops to guide affected staff members
  • Establish fact sheets for each entitlement with a check list for staff members to utilize prior to submitting their separation documents to the Human Resources Sections. Each fact sheet will highlight the relevant rules and regulations and applicable information circulars/administrative instructions. This will be necessary for all entitlements ASHI (After Service Health Insurance), repatriation grant, relocation grant and so on.
  • Establish UMOJA related job aids for separating staff members to initiate their entitlements through the Employee Self Service such as travel on separation, review of leave balances, annual certification of attendances and so on
  • Establish guidelines on the United Nations Joint Pension Fund claim for benefits procedures including request for Unique Identification Number, accessing the Member Self-Service, running estimates, acquiring the annual certificate of entitlement for retirees and all relevant pension forms
  • Establish a list of all Human Resources, Finance and Protocol and Visa Section Forms required for ease of access for staff members separating including relocation grant forms, separation bank payment forms, education grant
  • Establish a check-out list for separating staff members holding temporary and fixed-term appointments
  • Establish an updated list of names, room numbers, emails and telephone numbers for all sections necessary to separation process and including Human Resources Partners.
  • Include guidance steps on addressing grievances and the de-escalation process of the IRMCT. Include timelines and links to request Monitoring Evaluation Section and necessary timelines.
  • Working closing with the Visa Sections in the Hague and Arusha to establish the host country agreements which separating staff members must adhere to including deregistration of vehicles and return of UN Number Plates, return and cancellation of the resident visa cards and include all necessary forms.
  • Establish guide lines for review and determination of final leave balances; highlighting the warning for staff members who separate after reappointment under the 100 series within 12 months of a prior separation, any payment on account of commutation of annual leave shall be adjusted so that the number of days of salary to be paid at the time of separation when added to the number of days paid for prior periods of service, does not exceed the total number of days that would have been paid had the service been continuous
  • Establish settling procedures for all outstanding claims and obligations including telephone bills, loans with UNFCU informing staff any outstanding obligations will be deducted from the final pay
  • Establish guidelines on the claim of education grants and settlement claims including the lasts forms (P.41/P.45)
  • Establish Timelines for the separation processes to better manage staff members expectations Establish frequently asked questions and answers for staff member separating

  • Prepare separation email for separating staff members on temporary and fixed-term appointment which will be utilized to trigger the notification process for affected staff members
  • Work closely with the Information Section in establishing the Separation Webpage on the IRMCT Tribunet.

Delivery

As soon as possible for a period of 8 weeks.

Performance indicators

The HR OIC in conjunction with the Office of the Registrar will assess the work product of the IC on a weekly basis.

$1,400 per week

Qualifications/ Special skills:

Education: Secondary or High school diploma.

Experience: Minimum of 8 years of responsible experience in Human Resources.  Experience with the United Nations Tribunals is highly desirable.  Knowledge of the United Nations Human Resources Policy Framework mandatory.

Language: English and French are the working languages of the IRMCT.  For this position, fluency in English is required.  Working knowledge of French or Kinyarwanda would be an asset.
